Amy, This is a question loaded with concepts. The trick is to deciede what the main concepts are. If you look at plagiarism and educators and commercial services the issue of combativness will be implied. In fact it might not even be the term the author uses or the database. The quotation marks do not need to go around one word. They are to keep phrases together so you didn't need to use them here with plagiarism or educators but they are used correctly with commercial services.
